                              Danville Planning Commission

25 January 2007

Attendees:             Jim Ashley, Derek Fenby, Jeff Frampton, Alison Meaders, Kellie Merrill, Kim Prior, and Mike Smith

Guests: Linda Leone Zoning Administrator, Don Glover & Ed Hebebrand DRB Members.        

Start:               Meeting opened at 7:13 pm

New Business:

The Zoning Administrator and the Design Review Board were invited to the meeting in order to discuss the effort to update the zoning bylaws. The PC gave an overview of the MRI contract and of the PC’s idea of how the effort may progress. An open discussion ensued. Some points and issues discussed were:

            The bylaw changes would be incremental as opposed to one major replacement. 

            The change effort will take a number of years.

            The formal change process was outlined.

            The PC is responsible for the re-write effort and will seek as much public

                participation as possible.

            The PC will rely on the DRB for feedback on zoning re-writes.

            All agreed to come up with a “top 5” list of zoning areas to start with.

MRI Contract & Business:  MRI plans to present their first report on the current bylaws on 29 Jan 2007.

Town Meeting: The PC would like to have a survey ready for Town Meeting.  The “theme” of this survey will be zoning.

Notes from MRI meeting on 29 Jan 07: The MRI report started with 15 areas of recommended actions. These actions were discussed. It became clear that the PC needs to establish priorities for the sections of zoning bylaw needing change and to start developing a framework for these changes.

Action Items:

All members: Submit What questions regarding zoning issues would you like to be considered in the Town Meeting survey.

Meeting Agenda: Work on district definitions and mapping as part of the zoning bylaw update effort.

Next Warned Meeting:             Thursday 22 February 2007, 7:00 pm in the Town Hall

Meeting Agenda: PC members should submit agenda items of inclusion in the agenda for the next meeting. The clerk will prepare a working agenda for the meeting.
