Minutes of Monthly Meeting Danville Planning Commission 28 October 2004
Attendees: Mike Smith Absent: Scott Palmer Ed Demott Jeremy McMullen Jeff Frampton Jim Ashley Derek Fenby Kellie Merrell Guests: Start: Meeting opened at 7:05 pm Previous Minutes: Read by the Clerk and accepted by the DPC as written. Public Hearings: Review of the “Natural Heritage” section of the draft Town Plan was held. Feedback received from the Vermont Department of Fish & Wildlife (John Austin) and the Northeast Vermont Development Association (Brian Hanson) via email and will be incorporated into the draft plan. A fifth objective will be added “5. Municipal lands should act as a model of land stewardship”. Recommendation #9 should be revised as follows; Land use zoning designations “for development” such as permitted …… Add an additional recommendation “16. Town should champion a project of cross boundary management”. Development of new public roads to be restricted in those areas defined as conservation areas. Contact Vermont Department of Forests & Parks Gary Sabourin to explore the possibility of establishing an MOU with the Town that will ensure the Town Plan objectives are respected prior approval of any major timber harvest permits. Need to determine how the Town can also be protected from damages to Town roads, bridges, etc. New Business: Planning Commission received Scott Palmer’s resignation. New Planning Grant submitted September 24th 2004 to Mert Leonard. Plan Preparation Update: Due to the advancement of the next scheduled meeting (Thanksgiving), there will be no DPC working meeting. Advertisement in the Caledonian to be submitted by November 2nd 2004 (Jeff). DPC will target a 31 January 2005 completion date for the draft plan. Derek will contact Landworks to discuss what needs to be done and will bring the checklist to the next meeting. DPC members requested to look for photographs that can be included into the draft plan. Mike Smith to contact the Danville Historical Society and invite them to the next meeting on November 11th, 2004. Budget Review : Town Budget - 2004: Total budget: $2000.00 Expenses: Caledonian Record $ 72.00 Total expenses committed year to date $1768.38 Balance remaining $ 231.62 Close: Meeting was closed at 9:05 pm.
