Minutes of Monthly Meeting Danville Planning Commission 11 December 2003 Attendees: Mike Smith Absent: Scott Palmer Jeff Frampton Derek Fenby Jeremy McMullen Jim Ashley Kellie Merrell Guests: Start: Meeting opened at 7:05 pm Previous Minutes: Read by the Clerk and accepted by the DPC as written. Public Hearings: None scheduled. New Business: Subsequent to an interview and negotiations with Landworks, a decision was made to offer a contract to Landworks as consultants to coordinate the first draft of the revised town plan. Letters have been sent by Mert Leonard to all bidders thanking them for their proposal and advising who had been selected. Budget will become a fixed agenda item and will be reviewed at each meeting. 2003 Landowners Survey continues with an additional 150 mailed out. All landowners with 20 acres or more have now received a survey in the mail. It is also posted on the town web site. Meeting nights were set for 2004 and will be held as follows; Jan 22, Feb 26, Mar 25, Apr 22, May 27, Jun 24, Jul 22, Aug 26, Sep 23, Oct 28, Nov 11, Dec 9. Notice received from the Lamoille Valley Railroad Company advising that they intend to file abandonment and discontinuance exemption with the Surface Transportation Board for the rail line that runs through Danville. The DPC will discuss at the next meeting whether a letter should be submitted supporting the proposal to establish a recreational trail where the Town has input on what uses will be permitted. Plan Preparation Update: DPC members reminded to review their part of the current town plan and have edited version ready to submit to Landworks at 5 January 2004 meeting. We should all use the re-formatted version that Kellie sent out to ensure consistency. If time permits, DPC members should review other sections of the plan and edit and identify additions. It was agreed that the DPC should be prepared to meet weekly during January / February on Thursday nights to expedite work on the draft plan. Kellie will meet with the principal of the school and the school board committee to get their input in developing the school portion of the plan. Jeff will coordinate with Landworks to prepare for 5 January 2004 meeting. Issues to be discussed at first meeting; schedule, DPC responsibilities (tasks), Town Meeting Day presentation, payment schedule, maps, data for Landworks (edited plan, surveys, zoning issues,past survey analysis) DPC will support a Caledonia Conservation District meeting scheduled for 19 February 2004 at the town hall as part of the meeting will be devoted to a presentation by the Vermont Land Trust. Many Danville property owners requested such a presentation during the DPC luncheon meeting held with Danville farmers earlier this year. DPC will also support a Danville Coverts Cooperators workshop scheduled for Saturday 14 February 2004. Workshop will focus on managing your lands for wildlife habitat and will include a 2 hour presentation by the Vermont Fish & Wildlife Department at the town hall followed by a 3 hour snowshoe tour of the Steam Mill Brook WMA.
