Read by the Clerk and accepted by the DPC as written.

Public Hearings:       

None scheduled.

New Business:

Preliminary review conducted of proposals submitted to prepare the first draft of the revised town plan. Objective was to down select one or two proposals that best met RFP and set up interviews. Proposals were received from David A. Coburn, Lani Ravin, Northeastern Vermont Development Association (NVDA) and Land Works. DPC members reviewed each proposal as a group and made evaluations based on presentation, experience, cost, content, timing, resources and ability to support the DPC in getting the revised town plan through the approval process. (see attached)

Proposals from David A. Coburn and Land Works were chosen as best submissions and based on the DPC’s working experience and prior discussions with David A. Coburn, an interview would only be required with Land Works. Decision on which proposal will be selected will be made after interview with Land Works. (Derek to set up interview)

Clarification requested on actual budget money still available to DPC from grant and 2003 & 2004 town budgets. Jeff agreed to discuss with Mert Leonard and report back at next meeting.

DPC reviewed a letter (attached) submitted by Kellie Merrell at the end of the last scheduled DPC meeting supporting wind farms and requesting the abolishment of the “Development of Scenic Vistas” policy statement signed by the DPC on 28 August 2003. Acting on behalf of the DPC, Jeff provided a draft response (attached) to Kellie on the background for the policy statement and why the DPC felt it was still appropriate. The draft response was not reviewed in full as Kellie did not agree with what was being explained and a general discussion followed on what the role and responsibilities are of the Planning Commission. Kellie provided a revised policy statement entitled “Commercial Wind Policy Statement” (attached) and asked the DPC to consider replacing the current policy statement on “Development of Scenic Vistas”. It was agreed that the DPC members would review and discuss at the next scheduled meeting.

Handout given to all members on an upcoming public information session on “Wind Turbine Energy” to be held 13 December 2003 at Lake Region Union High School in Orleans being sponsored by Senator Vincent Illuzzi.

Plan Preparation Update:

DPC members reminded to review their part of the current town plan and get to David Coburn as soon as possible. If time permitted, DPC members would review other sections of the plan and edit and identify additions.
