        Selectboard Minutes

                         Special Meeting

                       January 26th, 2010

 Marvin Withers called the Budget Meeting to order at 6:00 pm. Selectboard present were, Doug Pastula, Denise Briggs, Marvin Withers, and Michael K Walsh. Also present were Kevin Gadapee, Merton Leonard, Jeremy Withers, William Bailey, school directors Keith Gadapee, Fred Kitchel, and Mike Thresher, and Budget Committee Members Angelo Incerpi and Steve Parker. There were approximately eighteen visitors present.  Marvin Withers presented the Town Budgets for Municipality and Highway, showing both with the same tax rate as last year. Mike Thresher presented the schools budget, showing a reduction in budget spending, but an increase in taxes caused by the education formula.

Marvin Withers called the Selectboard meeting to order at 7:00 pm. Selectboard present were, Doug Pastula, Denise Briggs, Marvin Withers, and Michael K Walsh. Also present were Kevin Gadapee, Merton Leonard, Jeremy Withers, William Bailey, Angelo Incerpi, Steve Parker.

Merton advised the Board that Stantec will include Crystal Avenue within the sewer line extension engineering at no extra price.  He also received a response from the Secretary of State's office on his inquiry to the Opinions news letter as to the election of the Budget Committee. The response is pretty clear that the Budget Committee should be appointed from now on, not elected at Town Meeting. They will be added to the list of appointments made the meeting after town meeting. He also attached a list of in town street lights and their locations that are paid by the town. The list was compiled by Kevin from a list obtained from CVPS. There are 64 lights total, which calculates to a cost of approximately forty cents a day or $142 per year for each light based on our current charges. We would have to reduce the number of lights by nine to lower the cost to $8000 for the year.

 The Board read the Town Meeting warning which shows 33 Articles. After little discussion, Michael K Walsh moved to approve the Town Warning for Town Meeting as written, Denise Briggs second the motion which was approved. After little discussion Michael K Walsh moved to approve the Highway Budget as presented at the budget meeting, Denise Briggs seconded the motion that was approved. During discussion on the Municipal Budget, Michael stated that perhaps the street light and fire department line items had been reduced too much. Doug Pastula moved to approve the Municipal Budget as presented at the Budget meeting; Michael K Walsh seconded the motion, the motion carried three to one.

With no other business, the Board adjourned the meeting at 7:35pm.
