~ DRAFT~Town of DanvilleSelectboard Minutes April 17th, 2008 The Selectboard met at the Danville Town Hall on Thursday April 17th, 2008, Chair Marvin Withers called the meeting to order at 6:03 pm. Selectboard present were Doug Pastula, Michael K. Walsh, Denise Briggs and Marvin Withers. Also present was Merton Leonard and Kevin Gadapee, and visitors Ken and Cheryl Linsley, Barb and Gary Fontaine, Alice and William Cruess, Alice Hafner, Kate Beattie, and Burt Frye. Michael K. Walsh corrected the April 2nd minutes changing president to precedent and moved to accept the minutes as corrected, Denise Briggs seconded the motion, the minutes of the April 2nd meeting were approved as corrected. Michael K. Walsh moved to accept the minutes of the April 10th meeting as written, Denise Briggs seconded the motion, the April 10th minutes were approved as written. As Marion Sevigny was not present, Doug Pastula moved to table the request from the Historical Society to receive their appropriation early, Denise Briggs seconded the motion which was approved. Ken Linsley was present to discuss the use of the green after reconstruction of Route #2. He cited evidence that both the Green and the Fair has evolved and changed over the years, but there has always been various activities allowed on the Green. The State will be providing updated drawings showing less trees and less lights, and further discussions will be held at that time. Cheryl Linsley was present to request use of the Green for the Fair, the Autumn on the Green, the Library concerts, and the Library Plant and Book sale. Michael K. Walsh moved to approve the uses of the Green as requested, Denise Briggs seconded the motion which was approved. Kevin presented his Road Report, he was happy to note that this change of weather might finally get him out of the winter maintenance mode, and into spring work. Already Calkins Camp Road has chosen to be the muddiest road and requiring a lot of attention and material to keep it passable. They are also hauling material to other muddy spots as the roads start to thaw out, they are out every day grading and patching. He noted that the area road foreman under the leadership of the Better Back Roads Commission have entered into a joint purchase agreement on culverts, they hope this will save all the towns a little money. The price of chloride for dusty roads appears to have gone up at least 15% from last year, with all the increases the roads may be a little dustier this summer. He has been working with State Policeman J P Sinclair on the proper signage and record keeping to implement the traffic control ordinance passed last year. He and the work crew would like to start their four day work week as soon as possible, this year they propose to work four ten hour days for a total of forty hours, verses their normal 42 ½ hr work week. They would return to 42 ½ hrs in the fall. Denise Briggs moved to allow the work crew to start their summer hours on Monday April 21st, Michael K. Walsh seconded the motion which was approved. Merton reported that he has received the draft copy of the tax maps, with a request for verifications and proofreading. The listers have agreed to check them over and note any revisions that maybe required. He also asks the landowners to check on their properties on the tax maps and report any problems they find with the maps. Merton attended NVDA’s Transportation Advisory Committee Meeting, which featured a presentation by Alan Robertson of the Lamoille Trail Committee. His presentation first focused on the condition of the trails and the great amount of work to be done to make them usable, and the requirement for obtaining the usual permits even before a lot of work can be started. Then he invited any community or group who might want to help with a section of trail to get it going within their town, to contact him. Each community will be expected to make their own trailhead for access to the trail, as well as handle any emergency calls from users of the trails in their area. There seems to be a double set of standards for the use by VAST and whatever the other season usage becomes, with no doubt that VAST has the priority. Merton also noted that he filed a grant with VTrans for paving on the portion of the Joes Brook road that is scheduled to be rebuilt this summer. Ken Robie expects the revised Route #2 drawings to be completed by next Friday. The Board approved liquor licenses for the Creamery Restaurant and the Danville Inn on a motion by Michael K. Walsh that was seconded by Denise Briggs. The Board reviewed the budget and signed the Payment Orders, as well as signed the revised Work Manual and the Annual VTrans Road Report. The Board also discussed the auditorium cleaning bill from the Town Clerk, but took no action on it. On a motion by Denise Briggs that was seconded by Michael K. Walsh approved the placement of the Old North Church directional signs. There was a request for an executive session to discuss a personnel issue by Burt Frye, Marvin Withers moved to go into executive session and invite Burt Frye, Merton Leonard, and Kevin Gadapee be included, motion was seconded by Michael K Walsh and was approved at 7:05pm. Bert Frye left the executive session, the Board continued discussing a possible litigation issue. The Board emerged from executive session at 8:12 with no action taken.
