    Selectboard Minutes

February 7th, 2008

The Selectboard met at the Danville Town Hall on Thursday February 7th, 2008, Michael Walsh called the meeting to order at 6:10 pm. Selectboard present were Marion Sevigny, Doug Pastula, and Michael Walsh. Also present were Merton Leonard and VTrans Representatives Ken Robie, Rich Tetreault, and Gary Santee, LRC members Mary Prior, Jeff Frampton, Alex Aldrich, Michele Bailey, Sonia Rea, Ted Brady, and Barb Fontaine, reporter Sally Anderson.

Doug Pastula corrected a name on the Jan 17th minutes to be Diane Jejer and moved to accept the Jan 17th minutes as corrected, Marion Sevigny seconded the motion, the minutes were approved as corrected.  Doug Pastula requested to remove the words “with no opposition” from the Jan 24th minutes and moved to accept the Jan 17th minutes as changed, Marion Sevigny seconded the motion, the minutes were approved as changed.

            Members of the Route #2 LRC Committee and VTrans engineers were present to discuss the Route #2 Project through the center of Danville Green Village. The basis of the meeting was to discuss the inflationary costs of construction that have exceeded the funding that VTrans has allotted to the Project. VTrans also has a new policy, the Road to Affordability where they reduce cost and eliminate frills to maintain or reduce the allotted funding on projects.  They are looking to reduce the $10.5 million cost by $2.5 million to equal the allotted funding. After much discussion, which included disappointment expressed from the Route #2 LRC Committee, as well as the Selectboard, that the project would not continue as long studied and designed. Everyone agreed to hold discussions with VTrans to seek areas of acceptable cost reduction at future meetings. Michael mentioned that the Transportation Secretary, Neal Lunderville, had called him to explain why he could not make it as well.

            Mary Prior updated the board on the Historical house and the upcoming trust fund to be set up by the donor for ongoing operation of the house, once the town has approved their appropriation.

            Kevin’s Road report stated that their work has changed with the weather, from winter weather, to freezing rain, to rain and almost spring conditions in places, then back to winter with a vengeance. Men have been working long hours, and using much sand and salt and fuel. Equipment is holding up pretty well, but they did have a turbo charger fail in truck #10 but got it fixed the next day. Now the salt shortage issue has come to light as we have received no deliveries and the pile has shrunk to about enough for one more storm. This has become a countrywide problem with all the winter storms that have been sweeping across the country. However, it hasn’t become a well-known problem until the delivery’s stopped!

            Merton reported that he went to an Emergency Management Meeting of the regional LEPC-9 Board that covers most of the Northeast Kingdom. They are trying to get organized into an effective group, but local support has been slow in coming from all towns, not only in our area but throughout the state. There were three members from the State Emg Mgt organization present that are traveling around the state to help with the local organization. He also reported that the Chamber of Commerce donated the $250.00 as the town’s share of the painted curtain restoration, which will begin next week.

            The Board approved the Town Certificate of Highway Mileage, with no changes, as compiled by the state, on a motion by Marion Sevigny that was seconded by Doug Pastula, they also signed the orders. The Board gave the High School Student Council Permission to use the Green for their Winter Carnival, on a motion by Michael Walsh that was seconded by Marion Sevigny. They approved a letter to be sent to VTrans to help define the limit of cooperation that the Town might expect from them and that VTrans might accept from the town. They noted a copy of a letter from the NRB act #250 Compliance Department sent to Mr. Dodge.

             With no further business, the Board adjourned at 7:35PM.
