Selectboard Minutes

                           January 7th, 2010

 

Marvin Withers called the meeting to order at 6:00 pm. Selectboard present were, Doug Pastula, Denise Briggs, Marvin Withers and Michael K Walsh. Also present were Wendy Somers, Kevin Gadapee, Merton Leonard, Jeremy Withers, visitor Andrea Lawrence.

Michael K Walsh moved to accept the minutes of the December 17th meeting as written; Denise Briggs seconded the motion with changes to include spelling corrections Patterson, Briggs, and reported; the minutes were approved as corrected.

Andrea Lawrence was present to request use of the town hall auditorium for a small group of  dancers on Tuesday afternoons. After some discussion in which the Board expressed their concerns of; noise, parking, and setting of a precedent, they wished to take it under advisement and tabled it to next meeting.

Kevin Gadapee reported that winter has continued since last meeting resulting with continued longer hours for the road crew to keep the roads clear and safe.  While waiting for the next storm, they will be pushing drifts back and cleaning bridges, intersections and guardrails as time permits. There has been some welding repair on the plows,  new brakes installed on the loader, and radiator repair again on truck #4. Denise requested if Kevin could contact VAST and ask them not to plow snow off the trestle onto the road, Kevin agreed that he wood.

            Merton reported that he and Kevin have been setting up next years preliminary budget, with Wendy's assistance. The budgets proposed are level funded resulting in the same tax rate as last year. The highway surplus and new equipment item is proposed to be used to rebuild as much of Hill ST as possible. The FEMA surplus is proposed to be used on replacing a culvert on Kittridge Road that was damage by the floods but not replaced by FEMA. There is also money proposed to replace the roofing on the old town garage, repair the porch entry on the town hall, and repair the pylon support of the old railroad station. The Hill St skating rink has been flooded and is ready to go.

 .           The Board reviewed and signed the orders. Wendy reported that the town money from Marion Sevigny estate has been received and temporarily deposited in money market accounts until the decision for the long term deposit is made. The Board seems to be in favor of fixed income accounts with protection for the principle. Wendy also requested assistance from the school janitors to help clean the town hall while basketball practice is being held.

             Other business, Marvin questioned a membership request he received from the Danville Rescue. He said it looked to him like they would not respond if anyone was not a member, no one else had received them. Michael suggested he call Deb Bach for clarification. Michael inquired about the Fire Districts hydrant clearing Policy. Merton will try to get that clarified.

            Marvin requested an executive session to discuss replacement of budget committee member Pat Patterson, whom passed away last week, and other personnel. Michael K Walsh moved to go into executive session; the motion was seconded by Denise Briggs, and approved by the Board, at 7:22pm. At 7:37 the Board returned from executive session. They requested Merton to contact a potential list of budget committee members to determine if any of them were interested. Michael K Walsh moved to request the auditors review the towns finances at least once quarterly and receive $50.00 for their attendance with a maximum payment of $200.00 each per year. Doug Pastula seconded the motion which was approved. The Board then reviewed the budget and discussed various items.

             With no other business, the Board adjourned the meeting at 8:32pm.
