Selectboard Minutes

                           July 16th, 2009

The Selectboard met at the Danville Town Hall on Thursday July 16th, 2009. Marvin Withers called the meeting to order at 6:04 pm. Selectboard present were, Marvin Withers, Michael K Walsh, Doug Pastula, Steve Larrabee, and Denise Briggs. Also present were Wendy Somers and Merton Leonard, and visitors Ken Linsley and Ed Hebebrand.

             Michael K Walsh moved to accept the minutes of the July 2nd meeting as written; Steve Larrabee seconded the motion which was approved. Michael K Walsh moved to accept the minutes of the July 9th meeting as written; Steve Larrabee seconded the motion which was approved.

 Merton reported while Kevin is out on vacation this week, the road crew is continuing to do the same activities as Kevin had recently reported, grading bumpy roads, rock raking, chloriding, and repairing or replacing culverts. When not doing that they haul some winter sand as well. The storm on Saturday did blow over a couple trees into the road, that had to be cut up. As I reported in my email, the state and FEMA did approve Darrell Mathews bid on Wightman Road.

Merton also reported that the Town Hall alarm has been repaired and tested by Degreenia  Electric, they replaced the shorted warning light upstairs in the auditorium and replaced the outdated batteries. After system was fully operational, they ran the annual test of the system, and all the other components were fully operational. Another probable causality of that same storm was the listers computer, having lost its internet connection.  The listers depend on that internet connection to receive the new tax updates from the State, and all the HS-122 data for all the land parcels in town. Tom Considine, the local Dell representative was able to fix the problem so that tax bills can now be generated. Tom also recommend to get a new computer for future use as this one is old and lacking power and memory. With a new one it will not only save the Listers time, but will be more reliable as well.

 Dave Machell and Lloyd Morse requested lifting the open bottle ban for their 50th high school reunion at the North Danville School on August 16th. After some discussion Michael K Walsh moved to lift the open bottle ban at the North Danville School, permitting the consumption of alcohol outside the building only, on August 16th for the 50th high school reunion, Doug Pastula seconded the motion, and it was approved. The Planning Commission will be holding a public meeting on the new Zoning Bylaw revisions on Sept 23, 2009 at the town Hall. They will also attend the August 6th Board meeting to discuss any questions or concerns that the Board my have.         

             The Board reviewed the contract for the Wightman Road construction, for the low bidder Darrell Mathews Construction. After some discussion Michael K Walsh moved to approve and sign the contract for the Wightman Road construction with Darrell Mathews Construction, Denise Briggs seconded the motion which was approved.

             The Board reviewed the expenditures, and approved the orders for payment. The listers had made a technical correction in the tax rate figures voted on at last meeting by the Board. Michael K Walsh made the motion to reset the previous tax rate approved at the July 2nd meeting, and replace it with a municipal tax rate of 0.1512, the highway tax rate at 0.2944, the residential school tax rate at $1.2281 for a residential total tax of $1.6737, the non-residential school tax rate at $1.4239 for a total non-residential rate of $1.8695 per the listers corrected recommendations; Denise Briggs seconded the motion which was approved.

             With no other official business, the Board adjourned the meeting at 6:54 PM.
