Selectboard Minutes
June 4th, 2009
The
Selectboard met at the Danville Town Hall on Thursday June 4th, 2009. Marvin
Withers called the meeting to order at 6:00 pm. Selectboard present were, Marvin
Withers, Michael K Walsh, Doug Pastula, and Denise Briggs. Also present were
Kevin Gadapee and Merton Leonard, visitors Ken Linsley and reporter Sally Cook.
There was a moment of silence for the memory of Selectboard member Marion
Sevigny who passed away on May 29th, and for all the projects she sponsored
during her 18 years on the board.
Michael K Walsh moved to accept the minutes of the May 21st meeting as written,
Doug Pastula seconded the motion which was approved.
Kevin reported that grading is still done on
most days, but now there is dust that results, requiring applications of
chloride. He is trying to use less, but the roads seem to be real dusty.
The backhoe continues to do ditching and culverts on most
days. They have got the mower out to trim some areas that have started to grow
up with brush. They have hauled a few loads of sand when they have a few
minutes. The new truck has arrived and has been moved from Clark's truck center
to the body shop at Fairfield. Should be ready for use around first of July.
The blacktop prices have come in very close, Pikes at $69.24 per ton and
Blacktop Inc at $69.86 per ton. After a short discussion, Michael K Walsh moved
to award the paving for the paving we do to Pike as low bidder at $69.24 a ton,
Denise Briggs seconded the motion that was approved.
Kevin continued that The Harvey's Hollow
Bridge work is nearing completion, with the grading and paving completed, and
guard rails scheduled for next week. He noted we had a meeting with FEMA, VTrans
and our engineer on the Wightman Road project to get approval to proceed with
the project. Our engineers drawings were approved for construction by FEMA and
VTrans. The decision was made to break the large cement culvert out of the
construction bid to lower the price so it would not require extra cost items
required for the larger work projects. Michael K Walsh moved to approve Kevin to
request bids for the cement culvert for Wightman Road project, and to accept the
lowest bid if specs and delivery were met. Doug Pastula seconded the motion
which was approved.
Merton reported that he had discussed
extending the 8in sewer line on Hill Street to the top of the hill with engineer
Tim Ruggles. Tim believed the 8in line should handle the volume OK but would be
concerned with ledge being a problem. He recommended contacting a contractor to
investigate that further. VTrans is looking for the Town to approve their land
transfer for the Route#2 construction, although they have not finalized the
documents yet. After some discussion, Michael K Walsh moved to authorize the
Town's Agent to Convey Real Estate sign the VTrans documents to transfer 0.632
acres of land and other access rights required for the VTrans construction
project to the State of Vermont in consideration of maintaining the lights and
electricity of the street lights on Route #2 and establishing a 4ft culvert
under Mountain View Ave. Denise Briggs seconded the motion which was approved.
Ken Linsley requested that the Board invite the artists and engineers to visit
the town activities so they would have an idea of how the Green is used at the
present time.
The Board reviewed the expenditures, and
approved the orders for payment.
Michael K Walsh moved to go into executive
session to address the sudden vacancy on the Board, Denise Briggs seconded the
motion which passed. The Board exited the Executive session at 8:00pm. Michael K
Walsh moved to post the notice of the vacancy on the Board and requested persons
interested in the position to contact the Board, although they have not yet
decided how it will proceed. Denise Briggs seconded the motion which was
approved.
With no other business, the Board adjourned
the meeting at 8:08 PM.
