~DRAFT~ Town of DanvilleSelectboard Minutes Special Meeting March 26th, 2008 The Selectboard met at the Danville Town Hall on Wednesday March 26th, 2008 Michael K. Walsh called the meeting to order at 6:00 pm. Selectboard present were Marion Sevigny, Doug Pastula, Michael K. Walsh and Denise Briggs. Also present was Merton Leonard, and Route #2 Committee members Mary Prior, Ken Linsley, Crystal Fox, Jeff Frampton and Thomas Beattie, Fire Dept Second Assistant Chief Bob Briggs and interested citizens Laurel Stanley and Barb Fontaine. The purpose of the meeting was to meet with the local representatives of the Local Review Committee of the Route #2 Project to discuss the VTrans edict to cut enhancements out of the project per policy 6013.1 put in effect in December 2007. After some discussion due to the negotiating status of this meeting, Doug Pastula moved to go into executive session to discuss the upcoming route #2 negotiations with VTrans, with the Local Route#2 Committee, and to invite those present to attend, Denise Briggs seconded the motion, which was approved. The Board emerged from the executive session at 7:30. While there was no decision made it was the general consensus of the meeting to seek possible elimination of the deep excavation and placement of the sand borrow for a savings of $275,000. The next item was to seek elimination of the field trailer and $100,000, we would provide a usable space close to the project that would serve as the construction office. The third item was the reduction of the full reconstruction of the roads around the green for a savings of $600,000 which would still allow for shallower excavation, realignment and repaving. We would want to be sure that the reduced construction will at least meet the standards used for the Peacham Road and the recent Brainerd Street reconstruction. Once in to the visual and safety improvements there was no agreement on any further reductions, only questions as to why we had to do any further reductions. This would seem that our good faith attempt to reduce the cost of this project as requested, identified approximately $1,000,000 in reductions. As with the State and VTrans there are a lot of new people in town and on the local committee, but most all have come to accept the Project as it was finalized years ago. To come to any agreement for a lesser project does not appear feasible, we will be back to square one. That is where we were in 1999 and the reason for establishing this committee and developing this project as it has evolved. The meeting adjourned at 7:38.
