~DRAFT~ Town of DanvilleSelectboard Minutes May 17th 2007 The Selectboard met at the Danville Town Hall on Thursday May 17th, 2007, Michael Walsh called the meeting to order at 6:00 pm. Selectboard present were Marion Sevigny, Michael Walsh, Denise Briggs, Doug Pastula, and Marvin Withers whom arrived at 6:24pm. Also present were Merton Leonard, visitor Barbara Fontaine and Town Clerk Virginia Morse. Michael corrected the minutes as the Town Fire Wardens are appointed by the Selectboard at the recommendation of the Commissioner of Forests and Parks, and that he questioned if a bill could be sent to the person who started the burn if it gets out of control. Also, that Kevin stated that if a contractor had equipment and was available for town work he could call him to let him know. Doug Pastula moved to accept the minutes as corrected, Denise Briggs seconded the motion, the minutes were approved with corrections. Michael presented the names of two members of the Fire Department, Jason Crocker and Jeremy Withers who are interested in the Fire Wardens positions, and are recommended for the positions by Kathy Decker of the Forrest and Parks Department. After further discussion, Michael Walsh moved to appoint Jason Crocker Town Fire Warden and Jeremy Withers Deputy Fire Warden. Denise Briggs seconded the motion and the motion was approved. With the appointment of the Fire Wardens, and the recent rain, burn permits will now be available in town, Michael requested that Merton put an add in the paper to that effect. Virginia Morse was present to inform the board that the Town audit would be starting next week and she presented a list of documents that she and her staff have collect for the auditors. In a written report Kevin reported; that grading is continuing with some spots being real slow on drying out; other roads have dried out and chlorine has been applied; they are continuing to clean out culverts and have replaced some that have failed; he has the speed machine operating and will continue to set it out around town a couple times a week; they have located the town street lights and have noted a few that need repair; they changed the garage yard configuration to increase the parking at the ball fields; they attended the Town Fair in Barre; he found a steam cleaner / pressure washer at the fair that he would like to buy to replace his vintage propane boiler culvert thawer, it could be used to thaw and wash equipment as well as thaw culverts; he is hopping to get started on work for a couple of the smaller road grant projects; he has only one person apply for the vacant road crew position; Jeremy attended the Better Back Roads training on road side mowers, and Harold attended the loader/backhoe training and grader training; he has received two prices for winter sand, no one else responded. The Board questioned the culvert washer and requested pricing on other units, including local pricing if available. They requested that the add for a road crewmember be continued this next week. Denise commented that the changes that Kevin made in the town garage yard for additional parking at the ball field made a big improvement and she heard a lot of good comments from others as was well. As there are limited suppliers of winter sand, the board agreed to discuss the two that Kevin had received. The first price was from Calkins Rock Products of Lyndonville with a price of $4.00 per ton at the pit, the other was from Kirk Fenoff Excavating of Danville at $4.00 per yard. Marion reclused herself from the discussion and vote due to family involved. A yard of sand weighs approximately 2750 to 3000lbs. A 14 yard load at $4.00 per yard equals $56.00 a load, at $4.00 per ton a 14 yard load equals $77.00. Denise Briggs moved to accept the price from Kirk Fenoff Excavating of $4.00 a yard, Marvin Withers seconded the motion, which was approved. Merton reported that: he, Kevin and Michael met with state and VAST officials on the trestle to discuss the trestle, as a result of the letter he wrote last winter after the plow truck got stuck, the States’ suggestion was to get an estimate on widening the trestle and they would discuss it further, they were not in favor of totally eliminating it; Greenup Bulky day was a success, a lot of rubbish collected; several members of the DRB, the Planning Commission, and the selectmen attended a workshop conducted by VLCT associate Garrett Baxter on Zoning Hearings, Procedures, and Decisions, which was very informative; he spoke with Andy Dussault about the Antique Roads project he would charge $50.00 per hour for consulting work on the project; he would like to hire the sheriff for a few hours as spring has brought the usual advent of speeders; he has made some additions to the web site to include most forms and permits used by the town to enable people to printout a form and not have to go to come to the town hall to pick them up, and a new section on zoning which has a zoning permit application printout and posting of the schedule for hearings before the DRB; he has the new Emergency Management Forms filled out and ready for discussion; he has the Town Hall rental policy revised and ready for approval; he has received some additional tax map work, they have reached their cost estimate as there have been additional parcels created causing additional work to be done before they are finished; he has received seven revised bids on the north Danville School roofing project; the Conservation Commission wants to host a Town Forrest celebration on September and request to use the funds in their budget to pay for it; someone dug up the sod on the Green with a vehicle last week, it was reported to the police; and he sent a letter to Rodger Pearson clarifying their conversations. The Board approved the revised town Hall rental agreement on a motion by Denise Briggs seconded by Marvin Withers; they approved the Conservation Commissions request to host a Town Forrest Celebration using their budgeted funds on a motion by Denise Briggs, that was seconded by Marion Sevigny; they approved hiring the Sheriff to patrol a couple times a week on a motion by Marvin Withers, which was seconded by Doug Pastula; they appointed Nancy Lewis to the Planning Commission on a motion by Denise Briggs that was seconded by Michael Walsh. They reviewed the revised roofing bids and requested Merton to checkout some references and the work of several of the lowest bidders. The Board reviewed the expenditures and signed the orders. Marion Sevigny brought up selling the old wooden town hall seats during the Danville Fair in August, after some discussion Marion Sevigny move to sell the old town hall seats at the Danville Fair, keeping two of the best ones on display at the town hall, Doug Pastula seconded the motion which was approved. Denise Briggs brought up the problem with speeding on the dirt roads, and questioned if all the roads could be set at a lower limit without requiring additional signs on all the roads.
