~DRAFT~ Town of DanvilleSelectboard Minutes November 1st, 2007 The Selectboard met at the Danville Town Hall on Thursday November 1st, 2007. Michael Walsh called the meeting to order at 6:00 pm. Selectboard present were Marion Sevigny, Marvin Withers, Doug Pastula, Denise Briggs and Michael Walsh. Also present were Kevin Gadapee, Merton Leonard, Jeremy Withers, William Bailey, Donald Lamont, and visitors Barb & Gary Fontaine, Scott and Joni Palmer, William Kennedy, Roy Vance, Rick Sevigny, and Larry Gadapee. Michael Walsh amended the minutes noting that he referred to speed on all roads as being too fast. Denise Briggs moved to accept the Oct 4th minutes as amended, Marvin Withers seconded the motion, and the minutes were approved as amended. Assistant Judges William Kennedy and Roy Vance were present to explain their budget for next year 2008/09 for the County. The total County budget is up by only $142.00 which includes the Sheriff’s budget which is down by $9650.00 with the restructuring his office personnel. However, they expect their income to be down by an estimated $26,000.00, due to a decrease in Small Claims fees and Passport fees. This will result in an estimated increase of $2987.00 over the $28,675.46 that Danville paid last year. They will send the final figures prior to the end of the year for our budget. William Bailey presented a letter signed by all the road crew to the Selectboard in support of Road Forman Kevin Gadapee. It states that they support Kevin 100%, they get along well with him and is a good person to work for. There is presently no hostility in their work environment and they do not feel harassed in any way, they are very happy with the way things are. They added that they feel that Merton Leonard is a great asset to the town and that he and Kevin work well together for the benefit of the town. They further invited the Selectboard to stop in at the garage if they have any question or concerns about the atmosphere at the garage. Scott Palmer was present looking for an answer to his questions from the last meeting, Michael Walsh responded that the Board is waiting for a meeting with their lawyer and will advise him when they have met with him. Kevin reported that the road crew: has completed the work on Brainerd St with the application of the top paving coat and the finishing of the abutting shoulder and driveway work; has repaired drainage and culverts on Walden Hill Road in several places; has done some hot mix patching on the lower Joes Brook Road; are continuing to haul winter sand; are getting plows and sanders ready; will work on culverts and drainage as long as the weather holds; and that he is pricing signs for the new speed limit ordinance. Merton reported that: an answer from last meeting that there was a maintenance balance with Earth Tech from last year of $876 so it increases the surplus for this year to $983.84, making the total maintenance budget $5,983.84 for the sewer plant for 2008; the West Danville Community Club has found someone to tear down the old bath house at no charge; residents of Sugar Ridge Development not always observing the new one way road signs, he will send a letter of explanation of why it was required; we are investigating an antique painted curtain that may be available for adoption; the paperwork has been received from FEMA indicating that the claim filing has been completed for the July rain event, and payment should be received as soon as funds are released from Washington. Marvin Withers moved to give the West Danville Community Club permission to tear down the old beach house at Joes Pond Beach provided it will be at no cost to the town and that it is all cleaned up, Denise Briggs seconded the motion that was approved. Marvin Withers moved to go into executive session at 6:50 to discuss employee negotiations and invited William Bailey, Jeremy Withers, Donald Lamont, Kevin Gadapee, and Merton Leonard to attend, Denise Briggs seconded the motion which passed. At 7:05 all the employees left the executive session. At 7:28 Doug Pastula left the executive session. At 7:35 the Board emerged from executive session, with no action taken. Marvin Withers moved to go into executive session at 7:38 to discuss personnel and invited Merton Leonard to attend, Denise Briggs seconded the motion which passed. The Board emerged from executive session at 8:00 and directed Merton to send a letter to the Guertins requesting them to try to do something about the noise that their dogs make. The Board next reviewed a request to increase sewer allocation for Marty’s Quick Stop. After some discussion Denise Briggs moved to increase Marty’s First Stop sewer allotment 45GPD as requested for their building and business expansion, contingent on the project being built within two years, Doug Pastula seconded the motion which was approved. The Board reviewed the expenditures and signed the current order sheets. The Board set the hearing on the new zoning bylaws for the December 6th meeting at 6:00pm. At the request of Merton Leonard, Marvin Withers moved to go into an executive session at 8:07 to discuss legal issues, and invite Merton and Kevin to attend, Doug Pastula seconded the motion. The Board emerged from executive session at 8:55, and directed Merton to get a meeting date with their legal council ASAP. With no further business, the Board adjourned at 9:05pm.
