~DRAFT~ Town of DanvilleSelectboard Minutes October 4th, 2007 The Selectboard met at the Danville Town Hall on Thursday October 4th, 2007. In the absence of Michael Walsh, Marvin Withers called the meeting to order at 6:00 pm. Selectboard present were Marion Sevigny, Marvin Withers, Doug Pastula, and Denise Briggs a late arrival. Also present were Merton Leonard, Jeremy Withers, and Jason Cooper, and visitors Barb & Gary Fontaine, Virginia Boyle, Mary Adams, Scott Palmer, and the LSC TV news crew. Doug Pastula moved to accept the Sept 20th minutes as written, Marion Sevigny seconded the motion, and the minutes were approved as written. The Speed Ordinance to limit the speed limits on all into unpaved roads was presented and discussed. Generally felt that most traffic speeds are to fast on the unpaved roads, most discussion centered on signs and enforcement. Merton will contact VLCT to get a determination on the ordinance, required signage, and liability to enforce. The general consensus was to wait for a vote until everyone was at the meeting. Fire Warden Jason Cooper brought a draft burn ordinance the he and Deputy Fire Warden Jeremy Withers have drafted. Their recommendations would give a warning for the first offence of burning without a permit, and then a fine of $250.00 for each successive burning without obtaining a permit. After some discussion, the Board requested Merton to add the additional required wording to the ordinance and warn it for discussion for next meeting. Merton reported that he had another meeting with FEMA on Friday, at which the FEMA field reps gave us copies of their documents, which they have filed for our damage assessment from the information they have collected from us. The Calkins Camp Road was changed to allow mitigation or correction of an existing situation that will prevent the same washout from happening again. On recommendation of a State Hydraulics Engineer, the culvert was increased to a 6X5 ft concrete structure with almost 3½ times the flow capacity of the existing one. The state cost estimate including installing the recommended culvert with site adjustments as recommend is $26,351, this has also been passed on to FEMA for their consideration. This gives us a total damage reported going to FEMA Headquarters of $68,054.39. The road crew has also been working on Brainerd St shoulders, hauling some winter sand, grading per schedule and as requested, and starting work on Joes Pond Culvert grant. Kevin met with the state on Highland Avenue one-way traffic and required signs and will install the signs where they recommended as soon as they come in. I have not received word from the Act #250 Board as to weather they have collected the money from the developer yet. Merton explained that the Zoning Bylaw was adopted as an interim bylaw two years ago, it needs to be readopted prior to Nov 3rd. The Planning Commission is recommending revising and adopting the Bylaw by sections as they are updated, as they feel that this would be easier to deal with then tackling the complete bylaw revised all at once. They have warned a public hearing for our Oct 18th meeting at 7:00pm. The section they have updated and presenting for approval, deals primarily with administration and enforcement. After some discussion, it was decided that Merton will pass on some recommended variations to the PC changes for the bylaws. Merton also reported that he has no response from CG Electric for upgrades to the power on the Green, and that the Conservation Commission celebration of the town forest on last Saturday was very successful. The Board reviewed the budget and expenditures for the past two weeks, and signed the current order sheets. With no further business, the Board adjourned at 7:34pm.
