     Selectboard Minutes

 Sept 20th, 2007

The Selectboard met at the Danville Town Hall on Thursday September 20th, 2007. Michael Walsh called the meeting to order at 6:00 pm. Selectboard present were Marion Sevigny, Michael Walsh, and Marvin Withers. Also present were Ginnie Morse, Kevin Gadapee, Dawn Pastula, Merton Leonard and visitors Randall Northrop and Barb & Gary Fontaine.

Marvin Withers moved to accept the Sept 6th minutes as written, Marion Sevigny seconded the motion, and the minutes were approved as written.

             Randall Northrop, representing Corrette and Associates, was present to present his firms audit of the towns financial records for the past year of 2006. In his cover letter Northrop states, “the financial statements referred to above (of the Town of Danville) present fairly, in all material aspects, the respective financial position of the governmental activities, the business-type activities, each major fund, and the aggregate remaining fund information of the Town of Danville, Vermont as of December 31, 2006, and the respective changes in financial position and, where applicable, cash flows thereof for the year then ended in conformity with accounting principles generally accepted in the United States of America.”  He did recommended doing an audit a little more often, like every three years, to get a better continuity between audits. There was a brief discussion following Mr. Northrop’s presentation, everyone generally felt that both Corrette and Associates and Town Clerk Ginnie Morse and her office staff have all done an excellent job. Details of the audit are on file in the Town Clerk’s Office.

             Next item of business, Ginnie requested an executive session to discuss wage negotiations. Marvin Withers moved to go into executive session to discuss office wage negotiations with Ginnie, Marion Sevigny seconded the motion, the motion was approved and the Board went into executive session at 6:20. It was noted that Doug Pastula arrived at the meeting at 6:30 and joined the executive session in progress. At 6:41 the Board emerged from executive session, with no action taken.

             Kevin reported that the first course of paving on Brainerd St was completed, driveways are repaired, and they are fixing the shoulders. The grader has been grading where requested as well as chloride applied. They have also done some culvert work and repaired O’Leary’s drain that is connected to the Hill Street Park drainage system. The mower has also been mowing the road sides, and there will be some winter sand hauled starting next week, as they have only hauled about 1/3 of the required amount needed for winter. Truck #10 the older 2000 truck, is in the garage having it’s engine rebuilt. Total storm damage reported to FEMA is $38,000, if approved we will receive all but 10% of it. The Board commented favorably on the road side mowing and felt that it looks much better than some of the other towns mowing.

             Merton reported that Martha Tredeau was invited to attend the meeting to discuss the use of the town hall for home school but is not here. Doug Pastula moved to table Mrs Tredeau’s request as she did not attend the meeting, Marvin Withers seconded the motion  which was approved. Merton continued that there has been a lot of time expended to collect and document the data and damage required to report to FEMA, and that a grant form has to be sent to the state to verify the towns request for damage reimbursement as the money flows from the Federal Government through the State to the Towns. He commented on the Red Cross meeting he and some of the Selectboard attended the night before on shelters, and was able to gain new contacts for emergency aid during storms, hazardous spills , etc. Merton presented an ordinance for limiting the speed on all the dirt roads in town to 35 miles per hour, as requested by the Board. They are in favor of acting on it and will hold a public hearing on the ordinance at next months meeting, for public review. He noted that the Planning Commission has the first part of the new zoning ordinance completed and will warn it for public hearing also. Each Board member should review the new changes and decide if they have any questions or comments on them for the next meeting. Merton also met with the West Danville Community club and the Agency of Natural Resources on improving the town beach area at Joes Pond, and to help improve storm water run off. The State has approved new spill regulations for local waste treatment plants and require plant operators to make spill prevention plans. Earth Tech will study the new regulations and advise us what they will mean to the Danville plant. Bulky day held the previous Saturday seemed to collect about the average amount of refuse and donations.

              Discussion next moved on to the one way streets required by the act 250  permit when the Sugar Ridge Development was approved. Marvin Withers moved to implement the one way traffic pattern as required, with one way from Hill Street across Highland and down to Grandview. Michael Walsh seconded the motion, which was approved. Merton will contact the act 250 commission to find out if they have collected the money for the signs yet.

 In other action the Board approved Michael to sign the FEMA Grant form to request damage reimbursement from the State on a motion by Marion Sevigny that was seconded by Doug Pastula. They also agreed to rent the town hall for Contra Dancing on the first and third Fridays of each month for the next year, with the stipulation that the town reserved the right to change a date if there was a conflicting need to use the town hall for some town activity. The Board approved applying for a 2008 planning grant to continue work on the zoning bylaws, and signed the application for the grant.

 The Board reviewed the budget and expenditures for the past two weeks, and signed the current order sheets.

With no further business, the Board adjourned at 8:04pm.
