Selectboard Minutes

 Sept 6th, 2007

The Selectboard met at the Danville Town Hall on Thursday September 6th, 2007. Michael Walsh called the meeting to order at 6:00 pm. Selectboard present were Marion Sevigny, Michael Walsh, Denise Briggs, Doug Pastula, and Marvin Withers. Also present were Merton Leonard and visitors Britney Thresher, Jerry Randall, and Barb Fontaine.

Doug Pastula moved to accept the Aug 30th minutes as written, Marion Sevigny seconded the motion, the minutes were approved as written.

             Jerry Randall presented the Board with a partition signed by eighteen residents of the Morrill Road area, requesting the speed limit be set at 35mph for the safety of the resident, their children, visitors and drivers. Michael responded that the Board has been discussing speed limit changes and will proceed keeping his petition in mind, and he requested that Merton prepare a preliminary ordinance for next meeting.

             Britney Thresher was present to discuss her use of the Green and the streets in the Green area for her senior project, a walk-a-thon for Juvenile Diabetes Research. She presented a revised walking map that does not cross Route #2 but uses the lesser-traveled streets in the Green area. The Board approved this revised route; the event will take place on October 13th.

              Merton reported that Caledonia County has been officially included in the disaster declaration of the storm of July 11th. There was a pre-application meeting for applications for aid on August 22 in Hardwick, which he attended and got the Town Officially signed up for aid. On Friday August 31, he and Kevin toured the damaged road sights with two FEMA associates Henry Cygan and Allen Andrew. They had costs already spent for repairs and estimates on the remaining work that totaled $38,004, plus 3% for administration costs. The Town will get 75% of the cost approved from FEMA and 15% from State emergency funds. Besides working on the storm sights, Kevin and the road crew have been busy doing the rebuilding job on Brainerd St, including paving the first coat. The job went real well with no problems and few complaints; the guys are all to be commended for a job well done. While on Brainerd St. they also picked up firewood for the garage wood boiler, from a tree that was cut down at the parsonage. Other projects included some grading, hauling some winter sand, fixing O’Leary’s drainage problem, and fixing a ditch problem near Strifert’s property.

 Merton also reported that the Sheriff patrol started on the Peacham Road this week, they did stop a lot of cars, but were hindered by lack of speed limit signs. They will be installed next week. He attended the Chamber of Commerce meeting of the fire marshals report on the Green wiring. Electrician Charlie Gilman described the wiring situation as discussed at the inspection; basically all the wiring has to be replaced, including the service entrance boxes on the bandstand. I later discussed the situation with Assistant Fire Marshal Brad Charron, he confirmed that the Town has to pay for a permit from the VT Division of Fire Safety to have this commercial work done and we have until a week before the fair next year to complete. As long as a licensed electrician makes the temporary vendor connections every function, an additional permit and inspection will not be required every year. In other news, we did receive a grant for $3,000 to do some culvert work and storm drainage into Joes Pond from the West Shore Road a new grant this year from the Caledonia County Natural Resource Conservation District. This particular problem was magnified by the July 11th storm when nearby camp owners had sand wash across their lawns and into the pond. The Planning Commission is requesting to apply for a new planning grant of $15,000 that will be used to hire consultants to study and make recommendations for our village centers, to be included in future bylaw changes. Notice has been received from the estate of William Stanton that he left the Town of Danville Cemetery fund $25,000.

             Marion Sevigny moved to approve applying for the new Planning Grant for $15,000 to be used in updating the Town Bylaws, Marvin Withers seconded the motion that was approved. Michael Walsh moved to approve Merton Leonard as the designated voter for Danville at the annual VLCT meeting on October 11, Marion Sevigny seconded the motion, which was approved.

             Marvin Withers announced that there will be a Red Cross Crisis Committee meeting at the school on September 19th. They will discuss shelter preparedness for emergencies.

             The Board reviewed the budget and expenditures for the past two weeks, and signed the current order sheets.

With no further business, the Board adjourned at 7:36pm.
