~DRAFT~ Town of DanvilleSelectboard Minutes January 3rd, 2008 The Selectboard met at the Danville Town Hall on Thursday January 3rd, 2008. Michael Walsh called the meeting to order at 6:00 pm. Selectboard present were Marion Sevigny, Marvin Withers, Doug Pastula, Denise Briggs and Michael Walsh. Also present were Merton Leonard and Kevin Gadapee, and visitors Barb and Gary Fontaine, Amanda Weisenfeld, and Polly Joncas. Marvin Withers moved to accept the December 20th minutes as written with the correction of the word recused, Marion Sevigny seconded the motion, the minutes were approved as corrected. Amanda Weisenfeld was present to request that the Board reconsider reducing the rental charge of the town hall to the Contra Dancers. She explained that they are not able to pay the musicians their going rate for playing the dances. After some discussion, the Board chose not to reconsider the rental fee as the fee is set the same for all whom use it in the Town Hall Rental policy. Polly Joncas was present to support her husband’s request to establish a skating rink at the Hill Street Park. She explained that they live down the street from the park and would like to establish a small public skating rink for people in town to use. After some discussion, Denise Briggs moved to allow the Joncas to establish a public skating rink on the Hill Street Park, providing they and users of the rink follow the town policy on town property use, clean up any trash in the spring, providing that the Town’s Insurance will cover a skating rink, Marvin Withers seconded the motion and it was approved. Merton will check into the insurance and advise the Joncas if they may proceed. Kevin reported that the heavy snow events of December have kept the road crew very busy and the expenses high. He has worked every day of December and some of the crew has worked every day except one as well. Until the next storm, the crew will be dealing with the snow we got, pushing back snow banks and hauling snow away in other places. Equipment has held up relatively well, and they are ready for the next storm. He would also like to order the plow, body, and associated equipment for the truck he has on order. He recommends a Swenson body with center discharge and an Everest plow equipment, all from H.P. Fairfield Products in Morrisville, at a price of $68,380 installed. After further discussion, Marvin Withers moved to approve the purchase of the H.P. Fairfield body and plow equipment at a price of $68,380 with the provision to be able to cancel if budget restraints become an issue, Denise Briggs seconded the motion which was approved. The Board reviewed the Highway budget line by line, discussing the figures and possible changes for each line item. At 8:25 they went into executive session to discuss salary negations on a motion by Michael Walsh, seconded by Denise Briggs. At 8:35 the Board emerged from executive session, Marvin Withers moved to raise Zoning Administrator Linda Leone’s pay to $10.75 per hour for 2008, Denise Briggs seconded the motion, which passed. The board read a letter of concern from the State AOT regarding events at the recent accident on Route #2, and decided that it would be a good idea to call an Emergency Management meeting to better prepare for a reoccurrence of such an accident. Marvin Withers reported on a visit by him and Doug Pastula to the Town’s Animal Control Officer. He explained that all the dogs were looking well, well fed and watered, and all had shelter. They did bark for a few minutes when they showed up, but did stop. A veterinarian has checked all the dogs out twice in the last 6 months, and found them in good health. The Board set a special budget meeting for January 10th at 6:00pm at the Town Hall. With no further business, the Board adjourned at 8:53PM.
