~DRAFT~ Town of DanvilleSelectboard Minutes July 5th 2007 The Selectboard met at the Danville Town Hall on Thursday July 5th, 2007, Michael Walsh called the meeting to order at 6:00 pm. Selectboard present were Marion Sevigny, Michael Walsh, Denise Briggs, Doug Pastula, and Marvin Withers. Others present were Lois White, Fire Chief Howard Gadapee, Assistant Fire Chief Troy Cochran, Fire Warden Jason Cooper, Assistant Fire Warden Jeremy Withers, and Merton Leonard. Marvin Withers moved to accept the June 21st minutes as written, Doug Pastula seconded the motion, the June 21st minutes were approved as written. Lois White was present to request use of the green for a local Red Hat Society tea party on July 10th from 1 to 3 pm. Marion Sevigny moved to approve the use of the green by the Red Hat Society on July 12; motion was seconded by Marvin Withers and was approved. The Fire Department members were present to discuss the first draft of an open burning ordinance. The Board proposes to establish such an ordinance to assist the Fire Wardens in their control of un-permitted burning. After some discussion, it was decided that the Fire Wardens will further review the draft and suggest changes to the ordinance at the next Board meeting. In a written report Kevin reported that; grading is continuing as needed on the class 3 roads; they have started work on the Morrill road grant cutting brush and trees to open up the road; roadside mowing also continued this week; new employee Donald Lamont started work on the highway crew on Monday July 2nd. Merton reported; that he drafted the open burning ordinance as requested by the Board; that he closed out the paving grant on the Peacham Road, the town will receive $66,646 from the grant leaving $16,662 to be paid by the town; that the State Health Department is closing its regional support for the local town health officers; Ken Robie, the project engineer on the Route #2 Project, called to explain that the State has decided to put a shim layer of asphalt through the center of town along with the current paving they are doing on both sides of town on Route #2; this additional paving will not effect the Route #2 Project but will smooth out the road until the project gets under way in 2009; that the fast trash rubbish collection at the recycling center has been purchased by Marshal Laundry of East Peacham and expects to continue unchanged; that Zoning Administrator Linda Leone has requested to add the cost of the abutter certified mailings to the cost of the zoning applications; that George Baxter is once again requesting to sponsor the sheriff patrols in West Danville this summer. The Board after discussing charging for the abutter mailing associated with zoning permits, decided to ask Linda to come to the next meeting to further discuss adding this charge to the permits. The Board approved hiring the sheriff patrol in West Danville through mid September at a cost of $3500 to be paid for by last years West Danville fines of $2834 and $666 received from George Baxter this year, on a motion by Marvin Withers seconded by Doug Pastula. The Board also approved a temporary liquor license for wedding caterers the Kneale Family Enterprises for July 7, 2007 from 5 to 11 pm at 662 Peacham Road, on a motion by Marvin Withers, seconded by Doug Pastula. A second temporary liquor license was approved for wedding caterer A&C Belknap d/b/a Surf and Sirloin, for July 21, 2007 from 3 to 9 pm at the Joes Pond Pavilion on a motion by Marion Sevigny that was seconded by Marvin Withers. The Board reviewed the budget expenditures to date, expenditures for the past two weeks, and signed the current order sheets. Having no other business, the Board adjourned at 8:34pm.
