Selectboard Minutes

 June 21st 2007

The Selectboard met at the Danville Town Hall on Thursday June 21st, 2007, Michael Walsh called the meeting to order at 6:00 pm. Selectboard present were Marion Sevigny, Michael Walsh, Denise Briggs, Doug Pastula, and Marvin Withers. Also present was Merton Leonard.

Marvin Withers moved to accept the June 7th minutes as written, Doug Pastula seconded the motion, the June 7th minutes were approved as written.

            In a written report Kevin reported that; grading is continuing on the class 3 roads as well as applying chloride after grading; they have responded to request for more chloride but they have used over 2 ½ times the amount from last year already; they have completed work on the Water Andric bridge project except for the guard rails; they have started work on the Brainerd St project completing most of the drainage pipe work; they will wait until after the fair to start on the road repair; roadside mowing will be continuing next week; they are almost complete painting and repairing the truck body on #3 and it will be back on the road soon; Donald Lamont will be starting work on the highway crew on July 2nd.

             Merton reported; that he researched most towns ordinances for open burning policies, only finding a few, it does not seem to be a big issue in most towns, he presented copies of the ones he did find; Fire Chief Howard Gadapee requested clarification of the legal fireworks and the request of citizens for private permits to set off fireworks; information gathered from the state police and VLCT indicated only sparklers and similar glow worms are legal and fire chiefs only issue permits for true public fireworks displays presented by firms licensed to set off fireworks displays; he received the insurance renewal from the Sawyer Ritchie Agency for town buildings, vehicles, workman’s comp, liability etc, noting that the total package is priced lower than last year with increased coverage on the buildings; he closed out two planning grants one for $9394.00 and one for $800.00; the handicap lift has been repaired and is again operational, the problem was the outside temperature was to cold for winter operation and that caused the damage, he will investigate diverting excess heat from the boiler room into the shaft before next winter; he presented updated and written fire department mutual aid agreements with the towns of Barnet, Peacham, Walden and Cabot; he reported the details of the upcoming tax sale as set by the delinquent tax collector.

             The Board reviewed the sample open burning permits and requested that Merton compose one for the Town from the input received from the Board as well as information from some of the samples and input from the Fire Wardens. The Board approved and signed the Mutual Aid Agreements with the towns of Barnet, Peacham, Walden, and Cabot, on a motion by Denise Briggs that was seconded by Marion Sevigny. The Board approved the firm of Reid and Balivet to conduct the tax sale on a motion by Marion Sevigny that was seconded by Denise Briggs, and approved Merton Leonard to act as bidding agent for the town at the tax sale, on a motion by Denise Briggs that was seconded by Marvin Withers.

             The Board also approved a curbcut for David and Pat Sartelle on Penny Lane and a curbcut for Ben and Larraine Day on Bruce Badger Memorial Highway on a motion by Denise Briggs that was seconded by Marvin Withers. The Board read a request from Sharon and Dwight Lakey for a refund of their $27.00 curbcut and $450.00 sewer hook-up fees paid on a building lot in the Sugar Ridge Development due to unforeseen circumstances which canceled their building plans. On a motion by Michael Walsh that was seconded by Marvin Withers the Board approved the refund.

             The Board reviewed the town expenditures for the past two weeks. On a motion by Denise Briggs seconded by Marvin Withers approved refunding Merton Leonard $254.57 for his mileage and expenditures for town business over the last three months. The Board also signed the order sheets.

Having no other business, the Board adjourned at 7:30pm.
