~DRAFT~ Town of DanvilleSelectboard Minutes Aug 2nd, 2007 The Selectboard met at the Danville Town Hall on Thursday August 2, 2007, Michael Walsh called the meeting to order at 6:00 pm. Selectboard present were Marion Sevigny, Michael Walsh, Denise Briggs, Doug Pastula, and Marvin Withers. Others present were Merton Leonard and visitors Barb and Gary Fontaine. Doug Pastula corrected the minutes, as the r was left off Treasurer. Marvin Withers moved to accept the July 19th minutes as corrected, Doug Pastula seconded the motion, the July 5th minutes were approved as corrected. Kevin reported that the road crew has been working on the roads damaged by the storm of July 11 and working to get all roads regraded as soon as possible. He reported that we are waiting to receive written confirmation that we will receive reimbursement from FEMA to help pay for most of the damage. He will be on vacation next week, but has the reconstruction of Brainerd St scheduled for the week after he returns. Merton reported that the wood dump has been pushed back and that it will be monitored closer to try to determine who is using it. After some discussion, it was decided by the board to put up a sign that fees are still being collected and payable at the town clerks office. After checking the feasibility of selling the old chairs on fair day it was decided to try a yard sale event in a couple of weeks. Merton also noted that he has applied for a new grant through the Caledonia County Conservation District for $3,000 to improve one area of storm water running into Joes Brook and that roofing is progressing without problems on the North Danville School. There is a problem at the North Danville School of being left unlocked after someone with a key uses it. The North Danville Community Club has been unable to solve the problem. After some discussion, the Board agreed that the building must be locked when not in use and the rules adopted as the North Danville School Facility Policy be followed. They directed Merton to place signs in the building stating this, and if it does not solve the problem, the building will be re-keyed and access will be limited. Merton noted that the Danville Fair starts on Friday and tradition is that the open bottle regulation is suspended around the Green for the fair days. Michael Walsh moved to suspend the open bottle ordinance for the duration of the fair; Marvin Withers seconded the motion, which was approved on a 4 to 1 vote. Thomas Pollard reapplied for his curbcut on Bruce Badger Memorial Highway that had expired, the curbcut was approved again on a motion by Denise Briggs the was seconded by Marvin Withers. The question of reducing the highway tax rate by the amount received for the paving grant was continued from the previous meeting. After little more discussion, Marvin Withers moved to reduce highway taxes by the amount of the paving grant of $66,647, Doug Pastula seconded the motion, which was approved. Marvin Withers then moved to set the resultant highway tax rate at $.2803 and the municipal tax rate at $.1854, Denise Briggs seconded the motion, which was approved. The Board reviewed the budget and expenditures for the past two weeks, and signed the current order sheets. In other business, Marion Sevigny gave a brief summary of her tour of the 14 cemeteries in town with cemetery sexton Louise Lessard. The tour covered 38 miles in all and took 2 and ½ hours, and found that generally the cemeteries are in very good condition, with a small problem here and there of a tree or a fence, and one of a good access. Marvin Withers brought up the problem caused by running a hose for the fair amusements across the Peacham road using an oversized hose protector. He stated that this is causing a problem for traffic particularly large trucks that have to negotiate this street during the fair. Merton agreed to discuss the problem with the fair manager.
