           Special April 29th, 2010 Meeting

Chair Michael K Walsh called the special meeting to order at 6:00 pm. Selectboard present were, Michael K Walsh, Marvin Withers, Steven Larrabee, and Denise Briggs. Also present were Merton Leonard and visitors Barb and Gary Fontaine.

This Special Meeting of the Selectboard was called to act on the reconstruction of Town Bridge #7 in North Danville. It was noted that the meeting was dually warned according to state statutes. After removing the pavement and inspecting the concrete condition in the deck, it was determined by VTrans personnel that more repairs would be required than originally thought. VTrans, in consultation with engineer Tim Ruggles, has recommended that the total deck be removed from the abutments and the abutments be modified to accept a new style precast concrete deck. This replacement deck will be lower cost, better performing, precast, and prestressed concrete deck of the type manufactured by J P Correa of Middlebury. This type of bridge has been approved by VTrans and is the same as installed in Barnet recently. Kevin checked with other precast bridge suppliers, and found none that make this type of design. Kevin also checked with Agency of Natural Resources (ANR) about the work above the river. The ANR had no restrictions as long as there was no equipment in the water, and all work followed VTrans 2006 Standard Construction Specifications, Section 529, removal of Structures and Bridge Pavements.

 Kevin agreed with VTrans recommendations, and recommended getting bids as soon as possible from contractors to remove the existing bridge structure, down to the abutments. Then he recommended hiring Andy Cochran to work by the hour for any repairs or modifications required to the concrete abutments to make them compatible with the new bridge deck to be ordered from J P Correa. He recommended hiring engineer Tim Ruggles on an hourly basis, to inspect the abutments and to work with J P Correa coordinating any measurements they require and any modifications required on the abutments. Kevin suggest soliciting prices for the crane required to set the bridge sections, the guard rails to be  installed along the new deck,  the deck membrane, the deck paving, and allow him to hire the lowest price supplier.

 After some discussion, Steve Larrabee moved to approve Kevin's recommendations: hiring Tim Ruggles for engineering assistance; Andy Cochran for concrete work; buying the bridge from  J P Correa; and hiring crane, guard rails, membrane, and deck pavement from lowest price supplier. The motion was seconded by Denise Briggs and was approved by the Board vote.

 Kevin mentioned he had just received the engineers evaluation of the old highway garage, and it is reported to be structurally deficient, and estimated to be rather expensive to repair. After some discussion, the Board questioned if it might be cheaper to replace or overtop the existing roof with wooden trusses and a plywood surface. Kevin will inquire about a wooden roof.

             The Board voted to adjourn at 7:20, with no other action taken.
