Start:               Meeting opened at 7:05 pm

Previous Minutes:

Read by the Clerk and accepted by the DPC as written.

Public Hearings:       

None scheduled.

Mr. And Mrs. Bastien attended the start of the meeting to ask the status of the “Interim Bylaw” on wind towers. They were advised by Derek that the Selectboard had contacted a lawyer at the Vermont League of Cities and Towns who advised them that a town has no legal control over wind towers and would not approve the “Interim Bylaw” as written. It was agreed that Jeff and Derek would meet with the Town Administrative Assistant to discuss further.

Signed original of “Policy Statement” on wind towers attached.

New Business:

Derek received a letter from the Town Administrative Assistant expressing concern over the following;

·         lack of progress in drafting the first version of the new town plan

·         missed milestone dates per the grant requirements

·         failure to provide a budgetary review for grant expenditures

It was recommended by the Town Administrative Assistant and accepted by the Planning Commission to hire a consultant to coordinate the drafting of the town plan and getting it back on schedule. All other expenditures and activities would be put on hold (with the exception of printing the 2003 Danville Landowners Survey forms) until a meeting is held with the consultant.

New deadlines established;

·         Hire consultant – 15 October 2003

·         Start writing draft – 31 November 2003

·         Public forum review – January 2004

·         Complete draft – March 2004

·         Warn for hearing – April 2004

·         Plan completed – 14 May 2004
